Congratulations to Ralph Hughes on successfully completing his Tier 2 ILB pass-out, and to David Roberts and Andrew Mearns for passing their Launch Authority pass-outs. There has been an incredible amount of work put in by all three crew members to get to this point in their roles.
Ralph Hughes – Tier 2 ILB Pass-Out
Achieving a Tier 2 Inshore Lifeboat (ILB) pass-out is a great achievement for any crew member. It requires mastering a comprehensive range of skills, from collision avoidance regulations and basic navigation to effectively helming the inshore lifeboat in critical situations such as man overboard situations. Candidates must also demonstrate full retention of knowledge from their Tier 1 pass-out.
Ralph’s assessment was conducted by Coastal Lifeboat Trainer Simon Bunting, beginning with a 30-minute theory session, followed by a rigorous two-hour practical assessment at sea.
Having joined the
RNLI in 2014, Ralph has been a key part of the station, excelling in shore-based roles such as Head Launcher and Launch Vehicle Driver. In 2023, he transitioned to seagoing duties, where his past sailing experience has been invaluable in developing his skills. His hard work and commitment have culminated in this well-earned achievement.
David Roberts & Andrew Mearns – Launch Authority Pass-Outs
The Launch Authority plays a crucial role in lifeboat operations, making real-time decisions on emergency callouts. They are responsible for liaising with the coastguard, determining which lifeboat to deploy, and deputising for the Lifeboat Operations Manager when required.
David and Andrew’s Launch Authority pass-outs were conducted by Coastal Lifeboat Trainer Ian Bruce. Each underwent a two-and-a-half-hour shore-based assessment, testing their knowledge of policies, procedures, Standard Operating Procedures (SOPs), and decision-making under pressure through scenario-based tasks.
David brings over 40 years of RNLI experience, having served on various lifeboats at both the current and former lifeboat station in Lloyd Street. His extensive knowledge and experience will be invaluable in this new role.
Andrew, who joined the RNLI in 2023, has demonstrated immense dedication and determination. With a background in water-based activities and hobbies, combined with management and decision-making experience from running his own classic car restoration business, he has quickly adapted to the demands of the role.

The RNLI charity saves lives at sea. Its volunteers provide a 24-hour search and rescue service around the United Kingdom and Republic of Ireland coasts. The RNLI operates 238 lifeboat stations in the UK and Ireland and more than 240 lifeguard units on beaches around the UK and Channel Islands.
